  22. Different countries have differences in their phone systems (rings, busy
  23. signals, etc) and their laws and regulations which control use of the phone 
  24. system (black listing, repeat dialing speed, etc).

  26. Perhaps some more knowlegable user may be able to advise on
  27. how to flash a Courier with a different country flasher.  Or, if you can
  28. get USR support to answer, they could tell you.
